A PA is an approach flown using the instruments in the flight deck, fed by signals which give both vertical and lateral guidance down toward the runway.

In most large airports, this is done by a setup of antennas on the ground that send signals to the aircraft called an Instrument Landing System, jet planes with 4 engines not working ILS.
